Once you've paid for a plan and your website is online you'll be able to upgrade or downgrade at any time.

However, for example, if you're on the Smart (website only) plan because you originally needed an online shop, you will not be able to downgrade to the Starter plan without taking your shop offline as a shop is not included in that plan.
